PROBLEM TO BE SOLVED: To efficiently assign a cargo handling work to a manned transport vehicle in a work area where there are both an unmanned transport vehicle and the manned transport vehicle.SOLUTION: A management server 1 connected to unmanned and manned transport vehicles 2 and 3 comprises: collecting units 11 and 12 for collecting positions and actions of unmanned and manned transport vehicles; a storage unit 13 for storing a cargo handling schedule of the unmanned transport vehicle; a storage unit 14 for storing a cargo handling list to be assigned to the manned transport vehicle; a work time determination unit 17 for determining a work time necessary for a cargo handling work in the list according to an efficiency of the operator; a position time assigning unit 15 for assigning an empty position at which a number of unmanned transport vehicles after a predetermined time has passed is equal to or less than a predetermined number based on a schedule of cargo handling work of an unmanned transport vehicle and a position and a movement of the unmanned transport vehicle, and calculates a duration time during which the number of unmanned transport vehicles at the empty position is kept at or below a predetermined number; and a work assigning unit 16 for assigning a cargo handling work to the manned transport vehicle according to a list of cargo handling work of the manned transport vehicles, the position and movement of the manned transport vehicle, the calculated empty position, and the duration time.SELECTED DRAWING: Figure 5
