PROBLEM TO BE SOLVED: To provide an instrument panel reinforcement which can be reduced in weight while securing stiffness in a fastening part, and a manufacturing method of the instrument panel reinforcement.SOLUTION: A fastening part 3A of an instrument panel R/F comprises: a connecting part 21 which is integrally continued from the other end of a large-diameter pipe part 11; a flat cylinder part 22 which is integrally continued from the other end of the connecting part 21; and a superimposed part 23 which is folded and superimposed from the other end of the flat cylinder part 22 to one end side. The connecting part 21 is formed into an ellipse annular shape which gradually approximates a flat shape as progressing toward the other end side at its cross section. The flat cylinder part 22 has a pair of flat plate parts 24, and the pair of flat plate parts 24 are connected to each other at both end portions in an orthogonal direction orthogonal to a longitudinal direction and a plate thickness direction. The superimposed part 23 has a pair of flat plate parts 25 which contact with each other, and the pair of flat plate parts 25 are connected to each at both the end portions in the orthogonal direction.SELECTED DRAWING: Figure 3
