When communication abnormality is detected by a communication abnormality detection unit 212, a first control unit 210 makes a mechanical brake 107 be in a non-actuation state in the case of a state detection unit 213 having detected the second control unit 220 being in a normal state and actuates the mechanical brake 107 in the case of the state detection unit 213 having detected the second control unit 220 being in an abnormal state.SELECTED DRAWING: Figure 2
