PROBLEM TO BE SOLVED: To provide a charge discharge controller capable of prolonging the life of an on-vehicle battery.SOLUTION: A charge discharge controller 10 controls charge and discharge of a battery 31, installed in a vehicle 30, so that the charging rate does not exceed an upper limit charging rate, between a dwelling house 20 including a load 21 and the vehicle 30. An information acquiring section 13 for acquiring the charging rate of the battery 31, a storage section 14 for storing the lowest charging rate, i.e., the lowest value of charging rate of the battery 31 acquired by the information acquiring section 13 when the battery 31 is charged up to the upper limit charging rate, and an upper limit charging rate changing section 15 for decreasing the upper limit charging rate when the lowest value of charging rate stored in the storage section 14 does not reach a discharge lower limit threshold, otherwise increasing the upper limit charging rate are provided.SELECTED DRAWING: Figure 1
