PROBLEM TO BE SOLVED: To provide a network system having many communication devices disposed at arbitrary positions under the sea, and arranged so that mutual high-speed communications can be performed among devices by laser light, and to constitute a system which utilizes the network system.SOLUTION: An ocean network system 1 comprises a number of buoys 2 disposed in an ocean, and each having a float 3 floating on the sea, and a communication unit main body 4 connected to the float 3 and floating under the sea, in which the number of buoys 2 are arranged to perform mutual communications within a range. The communication unit main bodies 4 each have a submarine communication unit for submarine communication with other communication unit main bodies 4 located within a distance around itself by laser light. At least one of the number of buoys 2 works as a base station relay buoy for performing communication with a base station 10. The float 3 of the base station relay buoy includes: a communication cable for performing communication with the submarine communication unit of the communication unit main body 4 connected with the float 3; and a wireless communication unit for performing wireless communication with the base station 10.SELECTED DRAWING: Figure 1
