PROBLEM TO BE SOLVED: To provide a mobile object observation system capable of improving observation probability of a mobile object by preferentially scanning a region having high presence probability of the mobile object, and a mobile object observation method.SOLUTION: A mobile object observation system is the mobile object observation system observing a mobile object 2 moving on a locus 1. The mobile object observation system comprises: a laser device 21; an emission direction adjustment mechanism 21c adjusting an emission direction of a laser beam 11a; a laser beam light reception section 24 receiving a reflection laser beam 11b; and a control device 25. The control device 25 executes region extraction processing for extracting a first region 3 such that a total value of presence probability of the mobile object or a total value of detection probability of the mobile object is equal to a first threshold TH1 or more based on a presence probability distribution of the mobile object or a detection probability distribution of the mobile object.
