PROBLEM TO BE SOLVED: To provide a pulley device capable of reducing abrasion applied to a piping tube, and a forklift having the same.SOLUTION: A pulley device comprises: a pulley body 31 having a slide contact surface 31S which is rotatable around an axis O and extends in a circumferential direction of the axis O and around which a piping tube is wound from the outer peripheral side, a space 36 formed inside thereof, and an exposure hole 35 formed to communicate between the space 36 and the radial outside of the slide contact surface 31S; a lid body 32 provided in the space 36 and capable of closing the exposure hole 35 from the radial inside of the axis O; a lubricating oil supply part for supplying lubricating oil to the lid body 32; and an elastic member 34 provided in the pulley body 31 and energizing the lid body 32 outward from the radial inside of the axis O.SELECTED DRAWING: Figure 5
