PROBLEM TO BE SOLVED: To provide a site management system that can safely implement measuring even in an area around a working vehicle.SOLUTION: A site management system 10 comprises: an unmanned aircraft 13 that can fly in an aircraft mode Mp and in a VTOL mode Mv; a working vehicle 12 that works at a civil construction site CS; a shape detection sensor 44 that is provided in the unmanned aircraft 13, and detects a shape of the civil construction site CS; and an external control device 11 that controls the unmanned aircraft 13, working vehicle 12, and the shape detection sensor 44. The external control device 11 is configured to: cause the unmanned aircraft 13 to undergo a high-speed flight in the aircraft mode Mp, and moves the unmanned aircraft 13 to an inspection region Ai in the civil construction site CS; drive the shape detection sensor 44 as causing the unmanned aircraft 13 to undergo the high-speed flight in the aircraft mode Mp; or drive the shape detection sensor 44 to detect the shape of the inspection region Ai as causing the unmanned aircraft 13 to undergo a low-speed flight by switching from the aircraft mode Mp to the VTOL mode Mv.SELECTED DRAWING: Figure 5
