PROBLEM TO BE SOLVED: To predict satellite communication propriety during sailing.SOLUTION: A satellite communication propriety prediction device comprises: a rolling status calculation part 41 for calculating a rolling status of a sailing ship according to information on weather and marine phenomenon during sailing, and performance of ship indicating relationship between conditions of weather and marine phenomenon and the rolling status of ship; and a propriety prediction part 42 for predicting a propriety of communication between the ship and a satellite during sailing according to the rolling status calculated by the rolling status calculation part 41 and a performance of a satellite antenna provided in the ship.SELECTED DRAWING: Figure 1
