PROBLEM TO BE SOLVED: To provide a transmitter capable of detecting own malfunction while suppressing complication and enlargement of the constitution.SOLUTION: A ground device (transmitter) 5 of a train control system includes: a telegraphic message creation unit (signal generation unit) 521 which generates an FSK modulation signal having a code different for every frequency allocated thereto as the telegraphic message for train control; a coil antenna (antenna part) 531 which wirelessly transmits the FSK modulation signal supplied from the telegraphic message creation unit 521 through a cable 51; a current detection unit 522 which detects current flowing through the cable 51; and a failure determination unit 523 which determines the presence or absence of a failure on the basis of the current detected by the current detection unit 522.SELECTED DRAWING: Figure 2
