PROBLEM TO BE SOLVED: To reduce power consumption for determination on the presence/absence of abnormality of a bearing of a railway vehicle.SOLUTION: A vibration acquisition part 501 acquires the physical amount measured during a prescribed measurement period by a sensor for measuring the physical amount relevant to the magnitude of vibration of a bearing of a railway vehicle. A speed acquisition part 502 acquires the physical amount relevant to the speed of the railway vehicle. An abnormality determination part 509 determines whether or not abnormality occurs in the bearing on the basis of the physical amount acquired by the vibration acquisition part and the physical amount acquired by the speed acquisition part.
