PROBLEM TO BE SOLVED: To provide a suspension device that consumes less energy and can be mounted on a HEV and an EV, and a suspension control device.SOLUTION: A suspension device S comprises: an actuator device AD that comprises an actuator main body A which has a cylinder 1 and a piston 2 which is inserted slidably into the cylinder 1, can be extended and is interposed between a sprung member B and an unsprung member W of a vehicle and a pump 4 which is rotary driven to supply liquid into the cylinder 1 and allows the actuator main body A to extend; and a controller C that controls the rotation speed of the pump 4. The controller C has a road surface state index acquiring portion 41 which acquires a road surface state index I and a target rotation speed determining portion 43 which determines target rotation speed Nref of the pump 4 on the basis of the road surface state index I.SELECTED DRAWING: Figure 1
