PROBLEM TO BE SOLVED: To provide an electromagnetic damper capable of achieving energy saving while exhibiting vibration damping characteristics.SOLUTION: An electromagnetic damper 12 is attached to a vehicle 10 and generates a vibration damping force using a motor 46 driven by energy from a power supply 16. The electromagnetic damper 12 includes an electrical circuit 24 short-circuiting coils 50u, 50v, and 50w of the motor 46 in a state of cutting off the energy from the power supply 16 to the motor 46.
