PROBLEM TO BE SOLVED: To provide an air-conditioning control device capable of improving amenity of passengers inside a vehicle than before, when controlling an air-conditioning device by calculating an air-conditioning load based on values of various kinds of sensors detecting temperature and the like of inside/outside the vehicle.SOLUTION: An air-conditioning device 100 includes an air-conditioning control device 1 and an air-conditioning part 13. When calculating an air-conditioning load in an air-conditioning control part 1 (air-conditioning control device 1), besides the temperature inside and outside a vehicle 14, the air-conditioning load is calculated considering the speed of the vehicle.
