PROBLEM TO BE SOLVED: To suppress a bending load applied to an output shaft and achieve steering characteristics corresponding to various road surface conditions and course characteristics.SOLUTION: The arm stopper mechanism has an attachment position changing mechanism 670 that can change a distance from an output shaft 22 to attachment positions for tie rods 8. A steering arm 161 comprises a hole 171 for an output shaft into which the output shaft 22 is fitted and two abutting surfaces 176 which are abutted on a stopper 162. The stopper comprises two abutting surfaces 186, where an angle formed by two contacting surfaces of the stopper is larger than an angle formed by the two abutting surfaces of the steering arm and equal to 90° or more.
