PROBLEM TO BE SOLVED: To suppress a bending load applied to an output shaft and reduce a collision noise that is generated between abutting surfaces of a steering arm and contacting surfaces of a stopper.SOLUTION: A steering arm 161 comprises a hole for an output shaft into which an output shaft 22 is fitted, two holes 172 for tie rods to which tie rods 8 are attached respectively and two abutting surfaces 176 which are abutted on a stopper 162. The stopper comprises two abutting surfaces 186, where an angle θst1 formed by two contacting surfaces of the stopper is larger than an angle θar1 formed by the two abutting surfaces of the steering arm and equal to 90° or more, and cushioning members are provided on at least either one of the abutting surfaces and the contacting surfaces.
