PROBLEM TO BE SOLVED: To enhance charging efficiency at regenerative power generation.SOLUTION: A secondary battery charge control device for controlling the charge of a secondary battery 14 loaded on a vehicle includes: an alternator 16 for charging the secondary battery; calculation means (control unit 10) for calculating a charging rate of the secondary battery; detection means (voltage sensor 11, current sensor 12) for detecting a change point that changes from constant current charging to constant voltage charging, when charging the secondary battery by the alternator; and control means (control unit 10) for acquiring, from the calculation means, the charging rate at the change point detected by the detection means, and for controlling the charge of the secondary battery by the alternator in a manner to be lower than the charging rate.
