PROBLEM TO BE SOLVED: To optimize traffic densities of both toll roads and ordinary roads.SOLUTION: Traffic-backup-scale calculation means calculates a traffic backup scale relating to each section by comparing average required time included in traffic information acquired by traffic-information acquisition means with average traffic time included in section information stored in a section-information management database for each section ID, subtracts traffic backup scales of ordinary roads from traffic backup scales of toll roads, and calculates a traffic backup count. Discount/extra application means extracts travel data satisfying a discount/extra condition determined by discount/extra-condition determination means from among travel data acquired by travel-data acquisition means, and calculates a new toll by applying a discount/extra rate to a toll.
【課題】有料道路と一般道の双方における交通量を最適化する。【解決手段】渋滞規模算出手段は、交通情報取得手段が取得した交通情報の平均所要時間と区間情報管理データベースに格納されている区間情報の平均通行時間とを区間IDごとに比較して各区間に係る渋滞規模を算出し、有料道路の渋滞規模から一般道の渋滞規模を減算して渋滞計数を算出する。割引・割増適用手段は、走行データ取得手段が取得した走行データの中から、割引・割増条件決定手段が決定した割引・割増条件に合致する走行データを抽出し、通行料金に割引・割増率を適用した新たな通行料金を算出する。【選択図】図1
