A vehicle control system generates a speed limit signal for controlling vehicle 200 by receiving image data of the vehicle’s environment from an onboard imaging device. Using the image data it determines a speed limit indicated by a traffic sign 300 and a sign location with respect to an edge 600 of the road PR on which the vehicle is located. It uses the sign location and a vehicle location to determine whether the speed limit is relevant to the vehicle – determining it to be irrelevant if the distance 610 to the road edge exceeds a threshold – and generates a sign speed limit signal accordingly. If the sign is irrelevant, the controller may use digital map data to generate a map speed limit signal for controlling the vehicle, but otherwise it preferentially outputs the sign speed limit signal. The controller may additionally determine the speed limit to be irrelevant if the sign and a further road sign (800,Fig.8) span a sideroad. Signs on sideroads or parallel roads (SR,Fig.4A-B) may thus be filtered.
