A passive energy absorber for a vehicle, the passive energy absorber comprising a base 24 for supporting a plurality of fins 28, the fins being spaced across the bumper forming a plurality of lateral gaps (36, see fig. 4). Within these gaps a plurality of stoppers 30 are located, each being positioned so that during a collision a bumper system (14, see fig. 1) will deform differently depending on severity. The plurality of fins and stoppers may be made from a polymeric material. The plurality of stoppers may be formed in the shape of a triangular prism and may be made significantly more rigid. The passive energy absorber may comprise a top 26 extending across the fins and forming a core structure 22. The top may also be formed of polymeric material.
