In a signaling safety system of a conventional technique, there has been room for improvement in reducing the time from when an on-board device of a preceding train has released the right of occupying a block until the following train can run in the block. An on-board device receives a telegraph and sends the telegraph to another device, said telegraph circulating through trains and trackside devices present in a route constituted by one or more blocks to which the occupation right of the train is set, and including block occupation right information enabling the setting of the right of occupying a block to one train. The telegraph includes block occupation right reservation information indicating a train to which the right of occupying a block is to be set next to a train to which the right of occupying the block has been set by the block occupation right information. The on-board device is configured so as to, in response to the release of the right of occupying a block set by the block occupation right information to the train on which the on-board device is mounted, rewrite the block occupation right information for the block so that the right of occupying the block is set to the train indicated by the block occupation right reservation information corresponding to the block.
