The apparatus has a battery of rechargeable cells, an input converter for receiving electrical energy from a fixed supply and an output converter for supplying electrical energy to an electric vehicle. A manually moveable trolley is wheeled from a first location at which said input converter receives electrical energy from said fixed supply to a second location at which said output converter supplies electrical energy to an electric vehicle. Kerb detection means (403, 404, 405) are configured to prevent further movement by automatically braking the trolley if they detect that a portion of the apparatus has extended over a kerb.
