A gas turbine engine (20) includes an open rotor (24) configured to rotate with a nose cone (80). The gas turbine engine (20) includes a heat exchanger (84) positioned within the nose cone (80) and a system (89) for using a working fluid. An inlet from the system (89) is connected to the heat exchanger (84) and an outlet from the heat exchanger (84) connected back to the system (89). A central opening (82) is in a central portion of the nose cone (80) to deliver cooling air across the heat exchanger (84), and a duct (92) downstream of the heat exchanger (84) directs the cooling air radially to at least one static opening (82) such that the cooling air can move radially outwardly through static structure and be directed into a propulsion airflow path.
