The ship characteristic parameter setting unit (21) sets the ship characteristic parameters of the combined system of first order lag and dead time, which integrates the behavior of the rudder and the behavior of the ship. Using the ship characteristic parameters, the control parameter calculation unit (23) calculates the control parameters of feedback control with respect to the rudder angle of the rudder (92). Using the control parameters, the autopilot execution unit (24) performs feedback control.
