Provided are a rubber composition, for a tire outer layer, that can improve low fuel consumption performance and ozone resistance in a balanced manner, and a pneumatic tire using the rubber composition. The rubber composition for the tire outer layer contains: a rubber component containing a butadiene rubber; a phenylenediamine antioxidant; and a surfactant having an HLB value of 5 to 12. The butadiene rubber contains a nitrogen atom and/or has a cis content of not greater than 60% by mass. An amount of the butadiene rubber in 100% by mass of the rubber component is 3 to 50% by mass. An amount of the phenylenediamine antioxidant is 1 to 10 parts by mass, an amount of the surfactant is 0.1 to 6 parts by mass, and an amount of carbon black is less than 25 parts by mass, per 100 parts by mass of the rubber component.
