When a vehicle starts, a surrounding state is securely provided to a driver. When a vehicle operation detector (48) detects that there is a possibility that a parked vehicle (5) starts, a vehicle surrounding state recognizer (46) recognizes a state of surrounding of the vehicle (5) based on an image imaged by an imager (20) imaging a plurality of different areas of the surrounding of the vehicle (5). A parking style determiner (50) determines a parking style executed in parking at a position where the vehicle (5) now parks based on a recognition result of the vehicle surrounding state recognizer. A monitoring area setter (52) sets a monitoring area (K) where a driver is required to pay attention when the vehicle is started based on a determination result of the parking style determiner (50). A vehicle surrounding state provider (54) provides a driver with information provision in the monitoring area K.
