The method involves operating a two-position selector to stop an engine i.e. turbomotor (3), or to set the engine into operation, during a selection step. The engine is controlled automatically to implement an idling mode of operation if collective pitch of blades (301) is less than a threshold, and if an aircraft (1) is standing on ground during a regulation step. Original speed of rotation is determined for regulating rotation speed at a level defined by a manufacturer to ensure operation of the aircraft outside a ground resonance range. An independent claim is also included for a regulation device for regulating a power plant of an aircraft.
