The invention provides a thermal management system and method of a fuel cell vehicle and the fuel cell vehicle, and relates to the technical field of vehicles. The system comprises a first heat exchange loop of a fuel cell engine cooling system, a second heat exchange loop of an electric drive cooling system, a third heat exchange loop of a power cell cooling system, a fourth heat exchange loop of an air conditioning system and a fifth heat exchange loop of a warm air system. The first heat exchange loop exchanges heat with the fifth heat exchange loop through a plate heat exchanger, the second heat exchange loop, the third heat exchange loop and the fifth heat exchange loop are mutually connected through a multi-way valve, the fourth heat exchange loop exchanges heat with the fifth heat exchange loop through a water-cooled condenser, and the fourth heat exchange loop exchanges heat with the third heat exchange loop through a battery cooler; the heat exchange loop and the multi-way valve are both connected with a vehicle controller of the fuel cell vehicle. The heat energy utilization efficiency of the fuel cell vehicle is improved, and the energy consumption of the fuel cell vehicle is reduced to a greater extent.
