The invention relates to the field of new energy vehicles, and discloses a fuel cell vehicle thermal management device and a fuel cell vehicle, and the fuel cell vehicle thermal management device comprises a first temperature control loop provided with a fuel cell; the second temperature control loop is provided with an electric drive module; the third temperature control loop is provided with a warm air core body and a heater; the fourth temperature control loop is provided with a battery pack and a heat exchanger, and the fourth temperature control loop flows through a first heat exchange pipeline in the heat exchanger; the first temperature control loop is provided with a first branch and a second branch and can be connected with the third temperature control loop through the first branch, the first temperature control loop can be connected with the fourth temperature control loop through the second branch, and the second temperature control loop is provided with a third branch and can be connected with the third temperature control loop through the third branch. The third temperature control loop is provided with a fourth branch, and the fourth branch can flow through a second heat exchange pipeline in the heat exchanger. According to the fuel cell vehicle heat management device and the fuel cell vehicle, waste heat of the electric pile system, the electric drive system, the battery system and the air conditioner system can be fully utilized.
