The invention discloses a CubeSat resistance propelling device and method. The propelling device comprises a device base, a storage box, a pressure sensor, a first electromagnetic valve mechanism, a second electromagnetic valve mechanism, a working medium guide pipe and a thruster mechanism. The thruster mechanism comprises a valve connector, a heating assembly, a working medium flow guide assembly, a heat insulation assembly, a nozzle assembly and a thrust direction adjusting assembly. According to the propelling method, a working medium flows into the thruster mechanism sequentially through the first electromagnetic valve mechanism, the working medium guide pipe and the second electromagnetic valve mechanism; the working medium enters the working medium flow guide assembly through the valve connector, the heating assembly heats the working medium, and the working medium is sprayed out from the nozzle assembly after being heated and vaporized so as to generate thrust; the thrust direction adjusting assembly is used for adjusting the direction of the sprayed vaporizing working medium so as to realize accurate thrust control; by accurately controlling flowing, heating, flow guiding and jetting of the working medium, efficient and adjustable propulsive force output is achieved, and the method is suitable for orbit control and posture adjustment of the cubesat in complex tasks.
