The invention discloses a freight train scheduling and control system and method, and the method comprises the following steps: S1, information interface equipment obtains basic line data and environment information, and transmits the basic line data and environment information to a train operation situation prediction system; the dispatching system and the train control system perform data interaction to obtain train operation data in real time and send the train operation data to the train operation situation prediction system; s2, a train characteristic identification module establishes a train operation control model; s3, the train operation planning module predicts the train operation situation based on the optimization strategy, generates train operation time and a train control curve and sends the train operation time and the train control curve to the dispatching system; s4, the dispatching system judges whether the train running time is reasonable or not, the running plan is adjusted according to the reasonable train running time, and the train control curve is sent to a train control system; according to the method, the train operation situation can be accurately predicted, so that accurate adjustment of the train operation plan and refinement of train control are realized.
