The invention provides a waste heat recovery heat management system and method for a vehicle, and the system comprises an air conditioning device which comprises an air conditioning host (HVAC), a compressor and a condenser which are connected in sequence; one end of the heat exchange device is connected to the refrigerant input end of the compressor, and the other end of the heat exchange device is connected between the condenser and the HVAC; wherein when the condenser works, the HVAC, the compressor and the condenser form a refrigerating loop; and when the condenser does not work, a waste heat recovery loop is formed among the HVAC, the compressor, the condenser and the heat exchange device. The refrigerant is used for heating the surface of the evaporator and drying moisture in the evaporator and the air conditioner box, the humid environment in the air conditioner box is avoided, mold breeding is eradicated, and the problem that peculiar smell is generated when the air conditioner is started is solved.
