On the basis, the request torque limit value allowed when the vehicle does not collide with the target obstacle is obtained through calculation, and when the vehicle is started, the output torque of the vehicle power device of the vehicle is controlled to enable the output torque value to be smaller than or equal to the request torque limit value, so that control over the vehicle is achieved, and driving safety of the vehicle is ensured; the safety of the vehicle is improved, and the possibility that the vehicle collides due to errors in the parking state is reduced.
