A system and method are provided that may control a speed at which an autonomous vehicle approaches a road shoulder vehicle based on a piecewise linear function. Further, the systems and methods may determine whether to perform a lane change based on various factors. In one example, the method may include storing a piecewise linear function; detecting a road shoulder vehicle (VOS) of a road based on sensor data sensed by one or more sensors of an autonomous vehicle proximate to the VOS; determining that the VOS is located within a predefined distance of the autonomous vehicle; and in response to the determination, controlling the autonomous vehicle to decelerate and then accelerate based on the piecewise linear function.
