The invention relates to a high-altitude rope anchoring device and method, specifically, when a rod piece capable of binding a rope is arranged at the top of a working face or a walking face, the device comprises an unmanned aerial vehicle, a lead and a limiting stopper; when the top of a working face or a walking face is not provided with a rod piece for binding a rope, and the height of the working face or the walking face is not larger than 50 m, the device comprises an unmanned aerial vehicle and a frame; when the top of the working face or the walking face is not provided with a rod piece for binding a rope, and the height of the working face or the walking face is larger than 50 m, the device comprises an unmanned aerial vehicle, a lead, a balance weight, a limiting stopper and a frame. In addition, the invention further relates to a high-altitude rope anchoring method which is achieved through the high-altitude rope anchoring device. The rope high-altitude anchoring device can simply, conveniently and safely carry out rope high-altitude anchoring operation, can cope with various different situations, and is high in environmental adaptability.
