A skeleton of the bionic fin comprises dielectric elastomer drivers and displacement amplification units which are symmetrically distributed on the two sides, and an external frame body; the dielectric elastomer driver comprises a plurality of groups of structures formed by sequentially and alternately stacking dielectric layers and electrode layers, and the displacement amplification unit comprises a shearing and inserting type lifting module and a multi-connecting-rod structure; the dielectric elastomer driver is fixed on the fixed plate, and the other side of the dielectric elastomer driver is connected with the shearing and inserting type hoisting module which is connected with the multi-connecting-rod module; and when the dielectric elastomer driver performs stretching or contracting motion, the shearing and inserting type lifting module is driven to move, so that the multi-connecting-rod module is driven to move upwards or downwards. The bionic fish fin skeleton structure is designed, and the bionic fish fin is driven to swing up and down through contraction and relaxation driven by the dielectric elastomer, so that the motion mode of the bionic fish fin is more accurate.
