The present technology pertains to a moving object control device, a moving object control method, and a moving object that enable a user to appropriately take a necessary action with respect to a moving object that performs automatic driving. The moving object control apparatus includes: a driving environment condition acquisition unit that acquires a driving environment condition for setting an automatic driving level of a moving object; an action planning unit that creates a journey including a route and an automatic driving level applied to each section on the route based on the acquired driving environment conditions, and creates a coping method with respect to an automatic driving restricted section, which is a section in a case where automatic driving is restricted; and an output control unit that controls presentation of guidance information including the coping method to the user. The motion planning unit sets or changes the journey according to the coping method selected by the user. The present technology can be applied, for example, to an autonomous vehicle.
