The invention provides a tethered satellite release and recovery device. The tethered satellite release and recovery device comprises an ejection module, a tether winding and unwinding module, a child satellite simulation unit, a control module and a base. The ejection module is used for ejecting the child star simulation unit; the tether winding and unwinding module is used for actively releasing a tether in a nearly-undamped state in the tether unfolding process, applying variable damping to the tether to avoid rebound in the tether unfolding last stage, and adjusting tether tension in the winding process so as to achieve the function of tightly, orderly and automatically winding the tether. The device is compact in structure, high in reliability and low in tether abrasion, can realize repeated ejection and orderly and efficient recovery of the child satellite simulation units, and can be used for executing space tasks such as tethered satellite orbit maneuver and space debris cleaning.
