The invention discloses a tethered satellite release device based on momentum collision, and belongs to the technical field of tethered satellite systems and spacecraft orbital maneuver. The problems that a traditional tethered satellite system releasing device is low in releasing success rate, low in rope length and tension measuring precision and incapable of changing the initial releasing speed and angle are solved. The tether release measuring unit is used for realizing tether release and release length measurement, and the child star release percussion unit comprises a release speed adjusting module and a child star release module and is used for adjusting the child star release speed and releasing a child star through momentum collision. The steering adjusting unit is used for driving the two units to horizontally rotate to adjust the releasing direction, and the tension measuring unit is used for measuring the tension of the tether. The tether winding and unwinding measuring unit, the child satellite release percussion unit and the steering adjusting unit are installed on the mother satellite, and the tension measuring unit is installed on the child satellite. The device can directly measure the tether release length and the tether tension, and can be applied to repeatable and adjustable release of a tethered sub-star device.
