The invention belongs to the technical field of marine traffic scene construction, and particularly discloses a marine traffic scene reconstruction method based on ship-shore cooperation, which comprises the following steps: constructing a three-dimensional scene through electronic chart ENC data, determining the absolute position of a ship for acquiring information through the position (GPS/DGPS information) reported by the ship in real time, and determining the relative position of surrounding ships through a navigation radar, finally, target tracking information of the whole sea area is corrected through information of the shore-based radar, new target tracking information is formed through correction of the absolute position of the ship for collecting the signals and the relative position of the surrounding ship, all the information is drawn in a three-dimensional scene, and sea traffic scene perception and reconstruction are completed. The method can effectively solve the problem of obtaining the marine traffic condition of the ship, and has the characteristics of low time delay, high precision, more intuitiveness and the like.
