The invention provides a battery thermal management device, a vehicle and a battery heating method. The battery heat management device comprises a preheating branch circuit and a battery heat exchange branch circuit, and the preheating branch circuit is connected with the battery heat exchange branch circuit; the heat exchange medium flows through the preheating branch to perform preheating circulation, and the preheated heat exchange medium can enter the battery heat exchange branch to perform battery heating circulation so as to heat the battery. The circulation amount of the heat exchange medium in the loop can be increased through preheating circulation, the heating effect is further improved, due to the fact that the influence of the battery temperature on the charging current is large, the heating rate of the battery can be increased through improvement of the heating performance, and therefore the charging duration is shortened.
