The energy storage and charging system comprises a first charging arm and a second charging arm; the floating ball floats on the sea surface, a curved photovoltaic panel is arranged on the surface of the floating ball, the sealing cylinder is hung below the floating ball through a connecting piece capable of moving up and down along with the floating ball, the power conversion mechanism and the power generation module are both arranged in the sealing cylinder, and the power generation module is connected with the connecting piece through the power conversion mechanism. Up-down movement of the connecting piece is converted into rotational movement for power generation. The photovoltaic panel and the wave energy power generation device are integrated, solar energy and wave energy can be selectively converted into electric energy, and the energy storage and charging system is used for supplementing energy.
