The system specifically comprises a two-rotor mooring unmanned aerial vehicle which can be powered by the ground and hovers in the air; the launching device is arranged at the bottom of the two-rotor-wing mooring unmanned aerial vehicle and used for launching the two-rotor-wing mooring unmanned aerial vehicle to a specified height; the catapulting bracket is arranged between the two-rotor mooring unmanned aerial vehicle and the launching device and used for bearing the folded mooring unmanned aerial vehicle and limiting the rotors of the folded two-rotor mooring unmanned aerial vehicle from being unfolded, and after the two-rotor mooring unmanned aerial vehicle is launched, the catapulting bracket can be separated from the two-rotor mooring unmanned aerial vehicle. The rotors of the two-rotor mooring unmanned aerial vehicle are prevented from making contact with the inner side wall of the launching device. Friction between the folding rotors of the catapult two-rotor mooring unmanned aerial vehicle and the inner side wall of the launch canister is avoided, and the service life of the catapult two-rotor mooring unmanned aerial vehicle is prolonged.
