In order to solve the problem, an autonomous vehicle (2a, 2b, 2c, 2d) is provided with: an external information acquisition device that acquires external information relating to the state of the surroundings of the vehicle; an in-vehicle communication device that receives risk area notifications that are issued wirelessly from the traffic management server and that relate to high-risk areas 91a, 91b in the target traffic area 9a; an action plan generation device for generating an action plan of the host vehicle on the basis of the outside information and the risk area notification so that the behavior of the host vehicle does not exceed a prescribed allowable behavior range; and a travel control device that causes the vehicle to travel automatically on the basis of the action plan. When the host vehicle is moving within the high-risk areas (91a, 91b), the action plan generation device sets the permissible behavior range to the range associated with the risk area notification.
