The invention discloses a large amphibious aircraft ground integrated test water rudder loading method, which comprises the following steps of: arranging a loading point of a water rudder loading system on a rotary rocker arm of a water rudder rotating shaft, acting the water rudder loading system on the water rudder rotating shaft, fixing the water rudder rotating shaft on the rotary rocker arm and a water rudder surface, and loading the water rudder on the water rudder surface. Loading force is applied to the water rudder rotating shaft by rotating the rocker arm so as to load the rudder surface of the water rudder. According to the method, in a flight control ground integration test, a loading system acts on a water rudder rotating shaft rocker arm through a loading actuator according to a set load spectrum along with the movement track change of a water rudder in the actual working time, a test load is accurately applied in real time, and the pneumatic hinge moment borne by a control surface is simulated.
