A vehicle seat restraint system includes a vehicle seat of a vehicle. The vehicle seat includes a leg rest that supports the lower legs and feet of an occupant on the vehicle seat. An in-vehicle occupant detection system identifies the positions of the lower legs and feet of the occupant. A restraint actuator is coupled with the vehicle seat. By actuation of the restraint actuator, the safety restraint element extends from a furled position proximate the leg rest to an engaged position wherein the safety restraint element contacts and restrains the occupant's shank and foot on the leg rest to mitigate occupant's knee hyperextension at the knee joint due to the occupant's leg undulation.
