The method includes receiving vehicle historical trajectory data. The vehicle historical trajectory data includes a position and a heading direction of the vehicle along each of a plurality of historical trajectories of the structure. The method further includes clustering a plurality of historical trajectories of the vehicle along the structure by the maneuver type to generate a plurality of trajectory clusters. The method further includes creating a probability distribution bitmap using the plurality of trajectory clusters and creating a topographic map based on the probability distribution bitmap.
