The potential conflict risk between different vehicles is represented in a side weight form; and obtaining a traffic network complexity measurement index from the dynamically adjusted topological graph, and formulating a traffic management and optimization strategy by analyzing the traffic network complexity measurement index. According to the method, the safety of the intersection can be improved, traffic delay and congestion are effectively reduced, and the toughness and efficiency of the whole traffic system are improved.
