The invention relates to a four-pile jacket structure lifting lug pin shaft mounting tool in the field of offshore pipe pile jacket mounting, which comprises a telescopic frame mounted on the outer side of a lifting lug, and the telescopic frame comprises a left moving frame and a right moving frame; the inner side of the left moving frame is fixedly connected with a hole aligning disc used for being inserted into a hollow cavity of the lifting lug. A laser transmitter is installed at the circle center of the inner end face of the hole aligning disc. The outer side of the right moving frame is slidably connected with a lifting table, the upper portion of the lifting table is slidably connected with a bearing frame used for loading the pin shaft, and the bearing frame is provided with a laser marking hole matched with the laser transmitter. A hole aligning disc is clamped in a hollow cavity of a lifting lug, a laser emitter installed on the hole aligning disc is rapidly calibrated, light emitted by the laser emitter coincides with the axis of the center line of the lifting lug, then a bearing frame used for bearing a pin shaft is adjusted through a lifting table, a laser line marking hole of the bearing frame coincides with the laser light, and rapid hole aligning is achieved; and subsequent pin shaft horizontal insertion is facilitated.
