According to the electromagnetic guided wave excitation device for steel rail flaw detection and the flaw detection method, through cooperation of the shell, the permanent magnet, the magnetic conductive sheet, the first insulating layer, the reverse inflection coil, the second insulating layer, the forward inflection coil and the third insulating layer, an alternating Lorentz force in a dynamic magnetic field acts to excite guided waves in a steel rail according to an electromagnetic guided wave transduction mechanism; the device does not need to be in direct contact with the surface of the steel rail, does not need special treatment on the surface of the steel rail, is high in excitation guided wave energy, can be used for rail head and rail bottom flaw detection and is high in detection sensitivity.
